October 10, 2005

The meeting was called to order by Bill Adsit who requested a treasurer's report. Dennis Kuzara stated that the account stands at $120.32 . Following this report, the minutes were read and approved.

The need for an address for the organization brought forth Dennis Kuzara's assignment to find a post office box, preferable in Sheridan. The understanding is that the main post office has a long waiting list for boxes so he will endeavor to find a box on South Coffeen, or if necessary, at Big Horn.

Mike Walkins spoke briefly on the need to accomplish the status of the group as a non-profit entity so we can apply for grants which are available for multi-use of lands.

The ever present problem of GPS readings in relationship to existing fences and where to set the signs continued. Larry Durante emphasized that spending time on exactness will keep the work from being done and that the give and take of one particular area to another will even out to and equality for all, particularly in public relations with the lessees.

Ted Lapis reported via email to Bill that there exists lists of accessible public lands on the internet. He suggested that if the group were to lease any property, that would put management of that property the responsibility of organization which could ensure stewardship quality that we have been promoting. He asked that this be a matter of thought for the members.

The problem of how to treat legal use of roads on state property as opposed to roads created for development of gas wells was addressed. Since those roads are not pre-exiting, ways to close off use would have to be used. There was conversation about different marker types. At this time, the information was given that the use of the "blue" stickers was not a possibility at this time. Also Gerald Erpelding expressed his concern about protecting the rancher's water tank at the Buffalo Creek Run area by making certain road closures were very well marked to keep any and all traffic from that area to make sure there would be no vandalism to the tank. Discussion continued about fines and litter. A point was then made that exiting signs are actually improper as they state no motorized travel and the ranchers and CBM trucks can be seen using the roads on the Buffalo Creek property. The signs should read "no unauthorized motorized travel".

The group spend constructive time with suggestions on how best to design the information center sign planned to present to the State Land Board. Drawing a simplified map with "you are here", setting land marks and approximate distances, using a 4X 8 or 4X 6 for base with a roof to protect somewhat from weather, what telephone numbers to use on the sign to give people a way to report violations with the use of the local dispatch number and the 800 for Game and Fish being decided. At this time, Larry Durante informed the group that he plans to travel to Cheyenne in latter November and he could present our ideas on a personal basis.

There was information that funds from the state trails fund could be available. If that were done, permits for ATV would be required, but this would facilitate reporting offenders because there would be identification. The need to have moneys from this fund made available was emphasized.

Jim Lundy then reported about the status of the web site he has designed. He informed the group that the use of the site will be at the address JLUNDY@wyoming.com * . He then explained how the connection works and some of the information he has made available at this time with explanation of possibilities in the future. A general feeling of gratefulness for this tool was felt throughout the room.

Upon such a good note, the meeting was adjourned at 7 p.m.
