The members of the Public Land Users Committee approved the minutes from the meeting of September 11, 2006 as they were read by the secretary. The treasurer's report was taken from the bank statements for the past four months which show a consistent amount of $146.60. The question as to the origin of that amount was asked and answered that the bank account is a donation.

Considerable discussion followed a suggestion by Ted Lapis that our group spearhead efforts to establish a weather camera at Lake DeSmet. Ted said the cost for such a phone would be in the $1,000 range then he asked for input from the group. There would be the matter of raising the money to purchase the equipment, identifying and getting permission to use tall pole(s). A motion was made and seconded to initiate a campaign to establish a webcam. During the following discussion, Ted identified that solar power could be used, that a residence with DSL access, a wireless link to house/store as the "host" and then the initial equipment costs. Distance IEEE 802.11a would provide adequate signal strength. Also needed would be a 'line of site' plus twenty feet. It was brought forth that this idea can be the step toward a membership drive. The group was reminded that people like things that are free. If the group provides a service, that will give the public a reason to take interest in PLUC. Gerald wondered about a grant but then we noted that such would not give coverage for community interest. The idea of 'sponsorships' that could be put on the web cam was suggested. Wind velocity, direction and temperature could be incorporated into the camera to cover sailing boat users as well as fishermen. Discussion of protection of equipment was addressed. Ted suggested that with the use of very tall poles with the small size of the equipment there would be minimal probability of damage. Of course, there would still be a risk from shooting. After much discussion following the motion to initiate the web cam by this group, a call for vote brought a unanimous count to carry the motion. The need for information about costs, permission and location brought an offer by Ted to find out what we need to know by the January meeting.

Addressing the issue of the state land at the Lake DeSmet location, Phyllis told of her conversation with John Schiffer who said that would be a dead horse. Larry Durante then told of Johnson County refusing to allow the lake area to be developed into a state park so our ideas around Lake DeSmet have become a closed issue, news that was met with clouded silence from PLUC members.

The issue of membership was brought before the group. Ray Simon mentioned the matter that had been talked about that calling people of the group members would make them legally liable is not a probable issue at all. Terry Cram suggested that the group does need to have dues. Bob Ralston commented that membership would bring in community awareness. Ray suggested that homework for each person should be what to charge, list the benefits, costs , ideas for presentation of our membership, i.e. a raffle, a chance at an annual drawing and the design for the membership card. The legal matter that having tax free status allows raffles to be held was shared. Then followed discussion of the status of PLUC and tax exempt status. Phyllis will clarify that status before the next meeting. At this point, Ray made a motion pertaining to the discussion about the membership drive that the group individuals come up with design, dues costs, drive ideas by the next meeting. Motion seconded. Vote carried. Added discussion about having a membership different from the group who does signage was added by Gerald. Then Ted suggested that we might locate a second web cam at Steamboat Rock. Gerald discussed contacting the Game and Fish about keeping the road open after pheasant season. The matter of there being an exchange with the land owner for the road being closed after pheasant season in exchange for walk in privilege. Gerald also wondered if we could get the state to send us signs about no harassing of livestock, no fires, such signs as have been used other places and that we put them up in support of the land owner in the Rock Creek area who has been so supportive to hunters. No further action was taken upon this matter.
