Monthly Meetings January 9, 2006 Bruce Yates presented information pertaining to access issues for future use of the Lake DeSmet. The present access is assured. Negotiations are in process to put in more access. The Game and Fish is presently lessee from the owner of the area around the Father DeSmet monument and that ramp and parking area. Larry Durante informed the group that a proposal is on the table this week for State Land Board to buy the needed area around Ft. Phil Kearny and the monument area at Lake DeSmet. The outcome of whether or not SLB will take up an option to buy will be known by January 13th. Then the matter will have hearings and go before legislature. Ted Lapis discussed how much more pleasant the lake would be with sandy beach. Bruce Yates stated that the Coalition has no operating funds and that such a project would be quite prohibitive in costs. Bill Adsit wondered if perhaps grant moneys could be sought. The next item of business was reading of the minutes which were accepted as read with motions and unanimous vote. The treasurer's report by Mike Kuzara included discussion of change of banks. The process should be completed at our next meeting. Account amount remains the same, $120.26 because of donations for outlays such as post office box rent, donated by the treasurer. After overviews and discussion of suggested logos, the motion was made and seconded and passed unanimously to table the decision about a logo for the organization until next meeting with encouragement from all to bring in more ideas. Because the lease to create access on the east side of Buffalo Creek Run is not due until 2014, no pressing business can be accomplished on this matter at present. It was motioned, seconded and unanimously voted to table this issue. Mike Walkins reported on his visits with law enforcement, namely Sheriff Hoffmeier, for reports of vandalism, mainly at the Buffalo Creek Run area, but the Acme area as well. The county attorney under present laws, restitution can be added to punishment for vandalism cases. The county attorney said he would prosecute cases of vandalism. It was suggested that using Crime Stoppers would get the information to the sheriff, if we offer space on the signs. Added clout could be given to the problem by putting Crime Stoppers on the sign. The sheriff says he would and has prosecuted. Jack Landon has suggested a bill adding the cost of enforcing such crimes be added to court costs as well. The local judge says he will prosecute the crimes. It is a need of our group to gather the information as to restitution costs to present to the judges - for example, what was the cost of investigation of the incident of the car in the pond, hours for the sheriff's office, removing the car, testing water for contaminants so restitution rates could be set, perhaps a specific rate formula. Selection for the next working sites for sign placement was proposed by Ted Lapis with suggestions that along county roads, entry and where secondary roads cross state lands, like at the port of entry north of town. There is a new land overview map on our web site. January 14th, at 9 in the morning, all workers are to gather at Carl's corner for the next work day, weather permitting. Bill Adsit asked if the group would give a letter of support to the Mud Boggers group to be presented to the Planning and Zoning Commission at their next meeting. A motion was made, seconded and passed for the secretary to write the letter with president, Bill Adsit's oversight. Gerald Erpelding asked about the group's opinion of placing a survey in local public places and businesses asking for people to express how they want to use their public lands.
