Monthly Meetings

May 8, 2006

The May meeting of the Public Land Users Committee was duly called to order by the president, Bill Adsit. The reading of the minutes revealed an error in mentioning that in addition to Wyoming Wildlife, Pheasants Forever had assisted with the purchase of posts for the signs. With said correction, motions were made, seconded then unanimously approved that the minutes be approved as read.

Because Bill Adsit had just completed the transfer of bank funds to the Cowboy State bank, he gave the treasurer's report that the account amount of $214.62 will have a credited amount when the organization's checks have been purchased.

The boxes of signs from the Game and Fish have been delivered to Bill Adsit. There were four boxes giving a total on this order of 240 signs. Bill stated that an accurate accounting of the number of signs still not mounted needs to be correctly done. He emphasized that when signs are put out that Ted Lapis, who is accountable for that bookkeeping, must be informed as to where and how many signs were mounted. Ted is responsible for reporting this work to the State Land Board. Ted emphasized that a definite process of procedure has been put into place and that it is important that we stay with that process. Bill emphasized that we need to verify how many signs have been used and exactly how many signs are on hand.

There was announcement that the parking lot at the Buffalo Creek Run area entrance has been established, followed by further discussion about shooting still being done in the parking lot and how the use of "safety zone: no shooting" could help curtail this activity. However, permission is still needed to put up such signs. Bill Adsit will contact Jim Whalen for permission to hang these signs and ask for signs to hang.

An accounting of the number of Crime Stopper signs revealed we have only 16 signs. Plans are to use one at Buffalo Creek Run area, one at Beatty Gulch (Three Poles) at the entrance there closest from town, at the Bob Berry area and have the American Flag stickers put on at the same time. As a community service, college and high school students plan to put Crime Stopper signs in the bathrooms of bars in the area. The $16 cost of the signs was not assigned to us to pay. Mike asked about the highway 14 area and will do the contacting for that matter.

Mike Watkins gave an explanation of the Watershed report from Goose Creek meeting. Old Wild Life Entitlement money will be replaced but funds should provide more abilities for wider uses.

The pressing need to be placing signs was brought to the table. Larry Durante assured our group that Sheridan County is one of the top counties in the state at getting the job well one on the way to being done. And yes, persistence has paid off. It is to be remembered that during spring we do not want to damage that we are berating others not to do. With rain showers so scattered, without two trips to a work area, it is difficult to be sure the soil is dry where we would be working. There was emphasis that the biggest work responsibility lies with the person who operates the GPS. Ray asked for a hard copy of weigh points, and wondered if corner coordinated down loads to identify the corners might work. Ted stated there would be great difficulties in doing this because of the differences in programs and the amount of paper.

Gerald went over the size of screw and washers being used. It was noted that by NOT using screws with standard Philips ends, people would have more difficulty removing the signs.

Bill again asked if all who knew of signs that had been removed would write down accurately where these locations were and the number of signs removed, also locations of signs that have been damaged and description of damage.

Since we are still in need of the State Land Board stickers , and can we get decals to use, Bill offered to contact Jim Whalen and ask him to bring those items up when Jim has a meeting to attend here in Sheridan. It was expressed that we would like to set up a meeting in June with Jim Whalen as well.

Jim Lundy was complimented on the web site. He urged the group to use the web site and to encourage others to use it as well for greater success.

With appropriate motion, second and unanimous approval, the meeting was adjourned.
