Monthly Meetings September 11, 2006 The Public Land Users Committee meeting for September 11, 2006 was called to order by President Bill Adsit. Because there was no meeting for the month of August and the minutes for the July meeting were not at hand, there was no report made. The treasurer's report remains the same as no bills have been authorized. Moneys spent on supplies for hanging the state land identification signs are to be kept and turned into the president even when the individuals make these expenses a contribution. These receipts will be submitted to the State Land Board to show the need for the fulfillment of the verbal promise of money to pay for posts as well as showing the SLB ongoing work. Under the heading of old business was the topic of the Lake DeSmet state land. A motion was made and seconded to put PLUC behind the action to try to establish a state park on the piece of state land on the east side of Lake DeSmet that borders the inlet on that state land. Ted Lapis brought forth the question - will recreation have a place in development around the east side of the lake? In our charter, we emphasize recreation. He brought forth that webcam to report weather conditions would greatly facilitate the use of the lake. Recreation is one of the soft numbers that is hard to get down on a spreadsheet. State parks in Wyoming are not very numerous and none very close in miles. No opposition to this idea was expressed in the group. Impact is a readily used word at this time and Bill Adsit suggested a letter plus additional information i.e. social, recreation and financial implications. If petitions were placed in Sheridan, Campbell and Johnson counties businesses, a few thousand signatures could probably be raised. There followed discussion about gaining access overland with possibly a
trade. The matter of supervision was brought out as the SLB has stated the difficulty in
enforcing regulations. Bill Adsit wondered if we ought to discuss the possibility of this
project with the state parks department first. Further thought suggested that our
legislators would be our first line of information. Phyllis Simon will telephone John
Schiffer while Bill Adsit will contact Jack Landon and Rosie Burger. A motion was made to
send a letter to Lyn Boomgarter, Parks Administrator Milward Simpson and Governor Dave
