Monthly Meetings


April 9, 2007

The April meeting of PLUC was called to order by president, Bill Adsit. After the reading of the minutes from the last meeting, a motion was made, seconded and passed unanimously to accept the minutes as read.

Two guests were introduced, Gale Smith from Parkman and John Pruitt from Sheridan. Steve Maier represented the county commissioners and brought comments on the Beatty Gulch issue. Because of meeting times, no decisions have been forthcoming about this matter at this time, but action is expected. Bill asked Steve if he could surmise whether an organization would be needed to take responsibility for the lease if the commissioners took it up. Steve would keep that in mind. The next meeting of the commissioners will be May 3rd.

The group was informed that the treasury remains with the same total as in previous months.

The actions for sign placement that has been done was Gerald doing the Big Horn Coal area and he and Ted did 13 and 14 east of Sheridan March 15th. The lack of authority for all the coordinates for the Lake DeSmet state land was again noted as a letter from the State Land Office still has not given us the additional needed information. Ted also noted that we are on shaky ground for signs on the east and south of Buffalo Creek Run until the state office gives us more information there as well.

Bill read a letter Mike Watkins had written to Jim Wheland requesting additional signs, suggesting that the American flag be printed and that silk screening be used as both techniques seemed to add longevity to the signs themselves and reduce vandalism.

At this time Shirley Weidt brought to the group the need for help with prairie dog control on several thousand acres of state land. She said the leasees have given her permission to garner additional help with this huge problem. The present access area on the Morgan road to the gravel pit past Larry's place. Courtesy for the leasees by calling to tell them who is hunting when is common practice. Shirley will work with us to create a map and information to be placed around town to publicize this matter with hopes to create this information on the web site as well. She pointed out that whatever vehicle damage had been done, the prairie dog damage is worse. Mapping and permission information will be coordinated so the internet can be used and hopefully, maps made to placed around town which can identify our organization as well. Shirley asked why we aren't able to use the very well built CBM roads?

Mike Kuzara read an email communication from Jim Whelan addressing management matters, working with WG& F and State Parks and Cultural Resources agencies as their expertise in recreation management is greater than for the land office itself. He assured us that no land closing would occur without considering other options. With new laws in effect, the law enforcement locally has the ability to have greater control. Future plans to physically review Beatty Gulch and Buffalo Creek Run will be dependent upon weather but will be done.

Mike suggested that all off road vehicles be required to have a sticker purchased to drive on state land. A map would be issued at the time of purchase clarifying regulation of road closings and curfews.

Abandon Mine group is working at the design for the Acme area recreation reclamation project and would appreciate feed in from users of the area. Contact Bruce Yates to share your ideas

The suggestion of using Earth Day for a group project that would promote our organization was discussed. It was suggested that such time would be good to work at Beatty Gulch. We will meet at 11 a.m. at the west entrance of the area to clean up and have lunch together. Highway 338 past Goose Creek Bridge is the suggested route.

A motion was made, seconded then unanimously passed to adjourn. Meeting adjourned at 6:47 p.m.
