Monthly Meetings July 9, 2007 The meeting was called to order at 5:30 p.m. by the president, Bill Adsit. For lack of copies of last month's minutes, that business will roll to next month. Comments at the beginning of the meeting were related to C3 status of our organization. Bill spoke to IRS to clarify our status. We can proceed to raise funds or memberships. For grants or contracting, we would have to have the C3 which would cover such things as liability. In conversation with Mr. Balkenbush, Bill said that Mr. Balkenbush is in favor of smaller acreage. As a businessman, he does not want to be an up front part but will not oppose the project. The next step for PLUC is the need to have progress with the state entity. SLB would want acceptance from the lessee as part of the recreation lease. Gerald had suggestions brought from the bike riders, 1) that the boundaries would be respected. He spoke with the neighboring land owners about the noise level. Gerald did check ponds that could be used for mud bogging. HE suggested that all other trails, except designated ones, should be posted as closed. Vehicle dealers spoke about size- .i.e, 100cc max for beginners unless with parents. Gerald noted how many families were at the location. Gerald went to the area after the rains and there had been nobody using the grounds. He said this showed that the bikers are very responsible.. Another suggestion was that there be no fencing to allow for on-going needed grazing as the present lease allows. Terry Cram reported from Lynn Boomgarrd's office concerning the liability issue that it is better not to charge for use. Mike Watkins brought forth an idea for another site at state land, if we made arrangements for motorized travel on state lands. Another, adjacent land owner might be workable also. Bill said legislators should build in lack of liability on the legislative level as presently many land owners believe that people on the land would increase their liability. Terry brought to the group the recreational safety act (1-1-21 through 23) , the person assumes his own risk. HE also said that when we put down the boundaries in the lease that becomes SLB enforceable law. Bill asked Terry if county leases would apply by the same rule. Terry said it would be stated on the lease and that would become the law. Larry Durante brought attention that Cash Campbell complained about signing on Dutch Creek, saying that the state sign was on HIS sign post. This is just an example of the necessity to work to keep the lessee happy. Concerning different sign materials, Bill and Gerald both have drivers to set the carsenite signs. Stickers for the signs are also on hand. Mike noted that we need to create an agreement to present to the county. Terry said the county would pay for sign supplies. Bill brought forth the business about posters, that we need a logo in "photo" program. Anyone with such, please contact him with such. Terry said there is a complaint that roads are being illegally closed. The matter is being investigated. Terry said if there is illegal closures, contact the county commissioners. Discussion was held for the need of a membership drive. Motion made and seconded to sell memberships for $15. No discussion and the vote was unanimous. Motion made and seconded to adjourn.
